Review of DischargesAll the armed services maintain a discharge review board. They each have the authority to change, correct or modify a discharge or a dismissal as long as it was not issued by a sentence at a general courts-martial. The board has no authority to address medical discharges. If you were administratively separated under other than honorable conditions, you can request that your discharge be reviewed for possible upgrade of the characterization. However, your application must be filed within 15 years of the date of separation. You or your attorney may apply for a review of your discharge by writing to your military service’s discharge review board using DD Form 293 -- “Application for the Review of Discharge from the Armed Forces of the United States.” This form can be obtained at any VA regional office. If you were discharged because of a continuous period of unauthorized absence in excess of 180 days, you are ineligible for VA benefits. This is regardless of any action taken by a discharge review board to upgrade your discharge. The only way your ineligibility can be changed is through the VA.
